HELP! blocked brake when its raining and car have small speed

Greeting!

I wrote from Croatia and I have ARO 10.1 made in 1998 year.
I have problems with brakes. When it raining and I have stop the car (with car speed 5-6 km/h) my front brakes blocked. When I raise foot with brake pedal, front brakes stay blocked. I must use 1st gear, and brakes loose. In faster speed car stoped normaly, when is dray weather car stoped normaly (slow and fast speed). I put new brakeshoes (front and rear), pipe, intestine, new front brake yaws, new rearbrake pistons and correction brake cylinder and one part from who I dont now name. (position rear and left below, I must make foto and upload this part - I dont now what is this and what for)

I was forget to say, brake pump was first replaced. If the brake pump is not correct, what happend inside pump? Rubber seal is not correct? Anyone have same situations like me?

When is raining and I juse the brake, brake blocked and car still go forward. I cant stop the car in low speed. Brake fluid is new. After few times use brakes, brakes woks normaly.

Brake pleasant are not good in my opinion especially that says that after the brake a few times going well

in Croatia does not use dot4. perhaps the dot4 was in the car while it was new. that was why I had to change the pump of the brakes. I do not understand how rain can affect the pump of the brakes.
